The iPhone 4 has a bootrom exploit which means you will always have at the least a tethered jailbreak for the device. The iPhone 4S and the iPad 2 share the same bootrom and as of yet both have no bootrom exploit so they rely on a userland exploit to jailbreak them. The iPad 2 had a userland exploit in 4. So in simple terms no the iPhone 4 and the 4S are not the same just because they both run iOS 5. The key differences between the two are the bootroms. The devices are completely different, the jailbreak is already done on the 4S, the only issues that the 4S JB is the everything in cydia isn't compatible with the 4S simply because the device itself is too fast and cydia tweaks aren't yet compatible with it yet.
The 4S JB is in beta just like apples siri update for iphone 4 is still in beta testing accept apple doesn't want to lose money from the 4S because siri is the 4S' signature feature otherwise it would have been released.
But the 4S JB along with the unlock method will be released soon, as far as I know the dev team and chronic devs are hard at work to release ios 5 untether and to put finishing touches on at least a tethered 4S JB. Just need to be patient, its better to do a slow perfect job rather than a fast imperfect one.
